Updates the actions used in the workflows (github-actions manager).
No automerge: there is no build to gate an update, and main only
reaches consumers when the vN tag is moved after a live test.

xargs split paths on whitespace, so sed failed on files like
'..._Removed MediaType Enum.cs' (exit 123). Pass the file list
NUL-separated and only rewrite files containing {{BUILD_VAR_.
A repo without any placeholder no longer fails on grep's exit 1.

Replaces {{BUILD_VAR_*}} placeholders in all text files of the calling
repo's checkout with Gitea Actions build/commit/branch info before the
docker build step runs. Language-agnostic (plain text substitution),
runs unconditionally, no-op when no placeholders are present.
